I can only break it down analytically: 

Only way to end the vicious cycle of drug addiction is to modify a person's psychological learned behavior. 

Chemical Dependency occurs much later in the course of drug addiction.  

Psychological Mental Conditioning Creates Positive or Negative Learned Behavioral Responses. 

Ultimately The Primary Key is to retrain a person's mind through a process known as Positive Reinforced Behavioral Psychological Conditioning.  

This may seem to be a simplistic approach that seems rather naive, however, there is a scientific basis utilizing Positive Reinforced Behavioral Psychological Conditioning in order to reverse the long term negative detrimental affects of equal Negative Reinforced Behavioral Psychological Conditioning which leaded to and created the ongoing and continuing long term pattern of behaviors which established original habits. 

California CDCR Parole Agents Knowingly and Intentionally "Violate" USA Federal Ban On Marijuana as an unlawful and Illegal Controlled Substance within The State of California:

Unfortunately California CDCR Parole Agents "CANNOT" Comprehend and Understand that State of California Parolees are "NOT" Supposed to Violate Federal Statutory Laws while on California CDCR Parole!

It is against law for California CDCR Parolees to violate any types or forms of California and United States of America Federal Statutory Laws while on CDCR Parole within The State of California.

This includes the possession, use, and selling of Marijuana officially known to be an unlawful and Illegal Controlled Substance under United States of America Federal Drug Laws.

So unfortunately our State of California CDCR Parole Agents are knowingly and Intentionally aiding and abetting California Parolees in violating their individual and collective "General Conditions of CDCR Parole NOT to violate any Laws State or USA Federal Statutory Laws !

This is a Big Scandal that is going unreported.

Senator Harris's personal and public positions that marijuana should be legalized have directly interfered with Harris's abilities to discharge her USA Federal Constitutional vested powers to uphold and defend USA Federal Constitution and Subordinate Federal Statutory Laws that are directly relevant and pertinent to the endorsement of USA Federal Controlled Substance Act that Bans Marijuana within The United States of America.
